On May 2, 2025, the Lebanese government approved a draft law regulating the judicial system, spearheaded by Minister of Justice Adel Nassar. This marks a significant step in the judicial reform process, building on previous recommendations for judicial independence and stakeholder input from the Justice Forum. While the draft law represents progress toward judicial independence, it still faces challenges due to existing judicial, sectoral, and sectarian influences that hinder the full realization of independent standards.
The reform journey began in 2014, with various stakeholders advocating for a transparent and independent judiciary. Despite significant milestones, including the involvement of the Venice Commission for international standards, the draft law’s effectiveness will depend on addressing these sensitivities during parliamentary discussions.
